Overseer Daud is free to explore the interrogation room and the areas leading to it without alerting the guards. However, if Daud provokes the guards or is caught trespassing in the cell blocks, they will turn hostile.


On the left wall is a bulletin board containing notes, and in front of Daud is an arc pylon. If Daud purchased the Overseer Daud favor at the beginning of the mission, the arc pylon will be disabled, allowing him safe entry to the interrogation room. If he did not, the arc pylon will be active and powered by a mostly empty whale oil tank (picking up a whale oil tank outside the interrogation room will turn the guards hostile). The rewire panel for the arc pylon is in the last room of the security booth. Daud can also find a note saying that the log book recording prisoners and their cells is in the security booth between sections C and D.

Once Daud has opened Lizzy's cell, he can rescue her. Lizzy will be chained up in her cell, and Daud must free her after making a deal. Lizzy will faint soon after, and Daud will be required to carry her out of the prison.


The Velvet Room being in the form of a platform with stairs and rotating gears is mirroring and foreshadowing the Clock Tower within the alternate Yasogami High, showing how important the Clock Tower is to Rei since it symbolizes as the key figure of the school to her and how it became the final labyrinth for the Investigation Team and SEES, along with Zen, where the Clockwork God is waiting with Rei, imprisoned by him.


The Velvet Room appears as a prison, with the protagonist shown in a prisoner outfit, complete with handcuffs, and locked in a cell. Igor is shown with two new assistants, Caroline and Justine, who act as prison guards while Igor himself sits at the warden's desk. The room's appearance mirrors how the protagonist and the other Phantom Thieves of Hearts feel imprisoned by the rules and expectations of society and turn to criminal acts to fulfill their desires for freedom.


At the end of the game, it is revealed that the Igor that has been assisting the protagonist is actually Yaldabaoth, who had imprisoned the real Igor and split his assistant, Lavenza, into the amnesiac Caroline and Justine. The Velvet Room is revealed to have been fused with Mementos as a result, and has been used by Yaldabaoth to sponsor the protagonist into committing Metaverse crimes as a part of his rigged "experiment" to prove that humanity will drive themselves to ruin and the only solution is to have him revoke their free thought. Having a maxed Confidant rank with Caroline and Justine established will reward the protagonist with the Jail Key final day gift item from Lavenza. According to her, that key is normally the same one that is given to the protagonist on the first day in the Velvet Room.


Unlike in the previous Persona 5 spinoffs, Lavenza is now the sole attendant of the protagonist, as Igor seems to be absent. While the protagonist is in a prisoner outfit and locked inside the prison once again, he is not held by handcuffs.


Many centuries earlier, Nokris, was exiled from kith and kin for violating the Sword Logic via necromancy. Nokris originally hoped to prove himself to his father by communing with the Worm Gods the same way Oryx himself did but was rejected by them save Xol, Will of the Thousands. They forged a pact where Nokris traded his heart for the secrets of necromancy, which Oryx viewed as heresy. Despite being exiled, Nokris and his followers aimed to conquer a world for their god and Mars became their target. However, Rasputin put a halt to their invasion, managing to imprison Nokris, Xol, and their army within the frozen wastes of Hellas Basin. For centuries they remained there until the return of the Light melted their prison. Now free, the forces of Xol aimed to destroy the ancient Warmind and continue their conquest of Mars.


The remaining two daughters of Crota in their hiding along with the very last of the noble dynasty of the once-great God-King of the Hive, Oryx, were dealt another death blow. Almost a week after the Guardian's investigations and toils on Europa, the legendary warlock Osiris came to Luna after tracking the most potent of the Cryptolith's signals across the Solar System. Beneath the shadow of the Lunar Pyramid, Osiris came across a massive gathering of Hive that featured the remaining entirety of the Scarlet Court, including the daughters, along with the High Celebrant of Xivu Arath. Unknown to Osiris or likely the Swarm, the High Celebrant was sent to Luna to wrest free the Swarm from The Witch Queen's plans and instead reform Luna in Xivu's image. A world where all tithes were tribute to her.


Despite the loss of many of their Lightbearers and Immaru's failure, the Lucent Brood remained active but operated under the Vanguard's radar as they contended with the resurgence of Nightmares, the return of Calus and of his intention to become the newest Disciple of the Witness. However, following the Nightmare Containment and preparing for when Calus would make his next move, the Guardians would have to contend with another servant of the Witness: Eramis, the Shipstealer and Kell of House Salvation, freed from her Stasis prison. The Dark Kell was given the order to find relics containing pieces of the fallen Disciple Nezarec, which were once used by the Fallen of the Old Crews.
